Strengthening ocean monitoring for a resilient and sustainable future

DBCP Sessions

The Data Buoy Cooperation Panel (DBCP) sessions serve as critical forums where international experts, buoy operators, and stakeholders convene annually to advance global ocean observation through collaborative governance and strategic planning. Held in accordance with the DBCP Operating Principles, these sessions facilitate the review of action group and task team progress, set priorities for data collection, and promote equitable participation to ensure high-quality, timely meteorological and oceanographic data for global programs like the World Weather Watch. By fostering open dialogue and decision-making, DBCP sessions strengthen the coordination of buoy programs, driving innovation and environmental monitoring worldwide.

These sessions was held annually until at the 40th Session in 2024 the DBCP decided that future sessions will be held in person every other year, with virtual sessions taking place in the alternating years.

DBCP-41

41-st Session

The 41st session of the Data Buoy Cooperation Panel was held virtually from 29-31 October 2025. The session focus on discussing (1) improving data and metadata availability and quality; (2) exploring new and emerging data sources and technologies; and (3) strengthening engagement with the buoy data user community. The meeting approved the revision of DBCP Operating Principles to align with current practices, such as structuring technical coordination through Service Level Agreements (SLAs) with OceanOPS, shifting to in-person meetings every other year with virtual formats in between, and extending Executive Board terms from two to three (each lasting two calendar years) to accommodate the reduced meeting frequency.

40-th Session

The 40th session of the Data Buoy Cooperation Panel was held at the Indian National Centre for Ocean Information Services (INCOIS), Hyderabad, India from 22-25 October 2024 hosted by the INCOIS. The session brought together delegates to discuss progress in ocean observation technologies, data management, and the strengthening of early warning systems for weather, climate, and ocean hazards. The meeting commenced with acknowledgements of DBCP’s significant contributions over four decades to ocean observation and forecasting, particularly its role within the Global Ocean Observing System (GOOS) and its collaborative efforts with the World Meteorological Organization (WMO).

39-th Session

The Thirty-ninth Session of the Data Buoy Cooperation Panel (DBCP 39) was kindly hosted by the Agency for Meteorology, Climatology, and Geophysics of the Republic of Indonesia (BMKG) at the Marriott hotel, Denpasar, Bali, Indonesia, as a hybrid event from 23 – 27 October 2023. Over two hundred participants from 57 countries representing buoy operators, network managers, researchers, buoy manufacturers, telecommunication providers, and others involved in data buoy activities participated in the meeting.

38-th Session

The Thirty-eighth Session of the Data Buoy Cooperation Panel (DBCP 38) was held as a hybrid event at Salle C1 of the World Meteorological Organization (WMO), Geneva, Switzerland, from 01 – 04 November 2022. One hundred sixty-five members from 60 countries representing buoy operators, network managers, researchers, buoy manufacturers, telecommunication providers, and others involved in data buoy activities participated in the meeting.

37-th Session

The Thirty-seventh Session of the Data Buoy Cooperation Panel (DBCP-37) was held virtually via video conference from 08 – 11 November 2021. 145 members from 46 Members/Member States representing buoy operators, network managers, researchers, buoy manufacturers, telecommunication providers and others involved in data buoy activities participated in the meeting.

This year’s meeting continued the enhanced focus on stronger engagement with the DBCP user community; science and Technology workshop – how DBCP data saves lives; Environmental Stewardship; developing ties with the Private Sector; and how the new WMO Policies strengthens the DBCP.

36-th Session

The Thirty-sixth Session of the Data Buoy Cooperation Panel (DBCP-36) was held virtually via video conference from 05 - 08 October 2020. 147 members from 39 countries representing buoy operators, network managers, researchers, buoy manufacturers, telecommunication providers and others involved in data buoy activities participated in the meeting. This year's meeting continued the enhanced focus on a stronger engagement with the DBCP user community; more time on the science and technology workshop (focusing on user impacts), more streamlined and focused presentations of the national reports and from task Teams and Action Groups; and breakout sessions to encourage more active participation.
